It's hind of like the difference between High and Low german. One is for the upper class and probably has more elements of hermetic magic in it, the other is for everyone else and is by no means any weaker. Peasants know a lot of things the upper class has only heard of because they have more worldly experience.

Low magick deals with influencing the physical world. Healing spells, curses, fertility, weather control, basically anything that has the potential for real world repercussions. High magick deals with the realm of the spirit. Enlightenment is the goal, and while it might ultimately be a higher aspiration, it's harder to tell if it worked.

A good magician never reveals how a trick is done.
An evil magician never leaves any evidence that there was a trick in the first place.

Low magic deals with Maya (the Hindu belief that the physical existence is mathematically nothing--comparing infinite space to finite matter). High magic is directly contingent upon the act of dissolving yourself in the ALL (God some call it). But this is just my understanding at the time. Make sure that you find your own answer, mine is just leading you one way; IMO a good one...
