There are several belief systems that can be applied to working with elemental forces, no one is more true than the other: Spare might have sketched a sigil; A reiki master might use a symbol to filter ki; A Wiccan might invoke a Goddess associated with the desired element; Another witch might simply draw on internal knowledge and use force of will... There are many techniques that will lead to similar results - several more than these and yet more that no one has ever written down.
Keeping in touch with what you are feeling is important as is regarding the fact that you are already made of the elements that you wish to control.

If you're inquiring about the method that I think you're inquiring about, it's more a matter of qi manipulation than working with the elements per se. One projects their qi into the substance (water, fire, etc.), then more or less connects and "leads" the combined qi. A good level of sensing and projecting qi is needed for this, and one should ideally have tremendous qi to begin with. There are, of course, methods for cultivating this reservoir of qi, and if one's energy and shen (spirit) are strong enough, they can do this with pretty much anything, at least in theory. Using elements is only one application for this technique, so that's why I say it's more of an energetic than elemental thing.
There are also a series of double hand seals based on the Bagua that are used in certain forms of Daoist magick and sorcery for influencing (not controlling, as we don't really "control" anything) the weather and related elements such as fog, mist, water, thunder, lightning, etc. The original tenets of feng shui dealt with this to a degree as well.
Most simple way of working with such energy that I was taught is by this saying, "Wherever thought goes, ki flows". Which does seem to work.
Traditionally, for physical use, a technique known as something like 'polishing the diamond' is applied, where ki is drawn down from the heavens and up from the earth to meet within the dantian located a little below your navel and deep within your body. This is a potential location for storing and building energy - though some martial artists then shift the build to the dantian located at your solar plexus before pushing it outwards.
Uses are really only limited by your imagination. Just as anything that can harm can heal and visa versa.

that which is inside is manifested outside, what you think, it becomes...
that the mind is all we need and things like candles, amulets and things like that are there only to boost ones ego, that is, to believe it is true therefore it will be true to you.

Very true, Dajai. It is a matter of thought to a degree, but thought alone won't get the job done. You still need some basic energetic skills to get results, and some people naturally have this more so than others. Like Dajai said, qi; ki; prana; whatever will go where the mind leads, and this goes for internal and external energy (although to me, since we're all connected, the notions of internal and external really don't apply here.) Candles, amulets, etc. are good for focusing and directing intent and energy, although certain items will have intrinsic power independent of the person using them. What's interesting regarding objects, though, and I have witnessed this myself several times, is that upon my "charging" a particular item such as a jade pendant for protective purposes, the protective qualities will INCREASE the more that it is used and the more belief and confident energy the recipient of the pendant puts into it. I've seen this with my own items as well, including rings, pendants, amulets, talismans, statues, swords, etc. The more specifically directed energy I put into them, and the more I use them with confidence in what they are designed to do as a result of that energy, the stronger they seem to become. Which, in turn, builds more positive and confident energy within myself that is put back into the object, further strengthening it. So on, and so forth. This process seems to work best in the case of talismans, for example, that are charged for one very specific purpose, as the energy and intention is far narrower and subsequently more focused as a result. And yes, you can also charge objects with the power of elements as well.
