Alternatively, if taken from a celtic / christian point of view. It could represent the lunar powers of Christ or the Horned God, intelligence, wisdom, / power, life. Etc.
And because it DOES lack the circle, no it wouldn't mean mercury. When dealing with symbols, the addition or removal of just one aspect can drastically change the meaning.
