The problem I have with responding to this is the conflation of the HGA with the HS. The HS can be experienced as both the self and an external entity (i.e. you can have discussions, as your Lower Self, with your Higher Self, as if you were two different people); however, at the end of the day, the HS is you, and the more you develop spiritually the more you become your Higher Self (i.e. you consciously take on that role, whereas it is unconscious beforehand). The HGA, in my experience, is an entirely different matter. Some argue that it's the HS, some argue it's a greater part of one's self, the Spark or "Yechidah" of one's being (as opposed to the Ruach of the HS), others argue it's an external entity, others again argue it's a temporary entity created to aid in the crossing of the Abyss into the Supernal Realm or the "Garden of Eden". I, as my Lower Self, cannot really say. However, to avoid confusion I think it is better to simply use the term "Higher Self", and thus leave the HGA for another topic altogether.
So yes, you're right in your reference to Jung. The HS is part of one's self, yet can feel and act as if seperate, until one integrates it and becomes it. This is a gradual and ongoing process, and does not mean that at any stage you are entirely your HS, just acting with more authority in that regard.
